James Elbert Baker was born on March 27, 1944, to the late Elbert Albert Auston and Leila Eratha Riles in Hinesville, Georgia, where he graduated from high school.  He went on to join the United States Navy for three years and from there he transferred to the Reserves.  He moved to East Orange, New Jersey and became a Policeman for the New Jersey Police Department for a number of years.  He also worked as a Security Officer for Movado Group, Inc.  James also enjoyed playing tennis.

He is survived by his wife, Sylvia Baker of Virginia Beach Virginia, sister-in-law Reverend Mary R. Rogers of Virginia Beach, Virginia, and several sister-in-laws of Durham, North Carolina.  Four children, Vicki Baker, Marion Baker Stephens, Terry Simon-Castro, and Allen Miller. Eight grandchildren, and two great grandchildren, all residing in New Jersey.  Also, a host of nieces and nephews.

He attended Mount Bethel Baptist Church in Virginia Beach, Virginia
